  • Pre-Outsourcing

    l To find out new sources i.e. sub-contractors, suppliers, business partners and vendors either through advertising or using contacts/ from market,

    l To organize pre-qualification of sub-contractors, suppliers, business partners and vendors,

    l To study contract and BOQ before generation of outsourcing activities,

    l To prepare RFQ as per the nature of project,

    l To participate technical evaluation activities,

    l To provide rates/ figures for Project Budget.

    Outsourcing (General Duties)

    l To select and short -list sub-contactors, business partners, suppliers and vendors etc,

    l To issue RFQ,

    l To call quotations, bids and tenders,

    l To negotiate (rates, terms and conditions) with sub-contractors, suppliers, business partners and vendors,

    l To circulate minutes of meetings,

    l To achieve and complete outsourcing activities within the time frame,

    l To prepare summary reports and obtain approval,

    l To prepare/issue LOI, contracts/agreements, work orders, and purchase orders etc,

    l To maintain outsourcing data/record.

    · 100% responsible for local outsourcing activities of assigned project

    · To report his supervisor on daily, weekly, fortnightly and monthly basis.

    Essential Functions & Responsibilities:

    Outsourcing (Specific Duties)

    a) Outsourcing for Equipment & Materials: Process Project Engineering department/Planning department requests/purchase requisitions and obtain quotations of required material & equipment such as pipes, cables, installation material, D.G Set, A.C, Fire detection & suppression equipment, towers material etc. (which are part of various projects) from local market, prepare comparative statement, arrange outsourcing committee (OSC) meeting for price negotiation, prepare price summary for approval of OSC & PD, develop/prepare contracts /purchase orders in favour of selected supplier in order to meet the ZTE’s contractual requirement against signed contracts.

    b) Outsourcing for Hiring of Various Services: Process Project Engineering department/Planning department requests/purchase requisitions and obtain quotations of required services from local market, such as site acquisition, right of ways, power connection, cable laying, GSM Site building, equipment installation, testing, commissioning & repair/maintenance services, prepare comparative statement, arrange outsourcing committee (OSC) meeting for price negotiation, prepare price summary for approval of OSC & PD, develop/prepare contracts /purchase orders in favour of selected supplier in order to protect company’s interest in terms of price, delivery, payment and completion targets.

    c)Development of Vendors/Subcontractors: Search & develop alternate sources for material, equipment and services in order to reduce costs and improve quality, delivery, workmanship, services and payment terms.

    d)Vendor/Subcontractor Assessment & Information: Arrange meetings with project management & subcontractors for periodic Assessment & develop database of vendors/subcontractors on the basis of satisfactory performance for future projection & reference in order to reduce sourcing time for upcoming projects.

    e) Prices for Bidding to Obtain new Projects: Obtain & provide market prices of local materials, equipments and services to Commercial Bidding department for bidding in new/upcoming projects in order to achieve the common objective of the company.

    f) Co-ordination for Qualification: Explore & initiate new items & services for technical & industrial qualification after evaluation of commercial feasibility. Co-ordinate & communicate with ZTE’s Technical Engineering Outsourcing/Prequalification department and vendors/subcontractors in order to complete the qualification process of new subcontractors/suppliers.

    Knowledge & Skills:

    Bachelor or Master degree or ICMA or CA or MBA from the reputed Institutions (Any diploma/certificate or attendance of seminars/workshops will be additional qualifications)

    W*orking experience*

    1. Working experience in supply chain management or subcontractor management, capable of maintaining local subcontractor relationship, daily communication and problem solving;

    2. Experience in ERP system, good at document arrangement and data processing;

    3. Careful work, positive attitude, strong ability to resist pressure.

    Over 3-5 years of experience in similar capacity with reputed organization (s) preferably in Telecom sector

    Knowledge:

    Relevant knowledge of Outsourcing/ procurement and computer literacy is essential

    Competencies:

    a) General Initiative capabilities, Communication and coordination skills, Persistence to improve, Sense of responsibility and Quick decision ability

    b) Special : Strong negotiating skills, Fluent in English, Leader ship,Fast-learning, Trustworthy
