  • Description


    CATS and CAR Development In co-operation with Manager Training and Manager Examinations develop, implement and review applicable Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards for the Civil Aviation Regulations 2011, Parts 60, 61, 63, or 101 in compliance with the Standards and Recommended Practices of ICAO Annex 1.

    Oversight of Initial Skills Testing and Revalidations Develop and manage a system to oversee the initial skills testing and revalidations of all aviation personnel licensed under Parts 61, 63, and 101 of the CAR and to ensure this complies with ICAO and international best practice.

    Ensure the oversight of designated examiners and instructors involved with training/initial skills testing/revalidations of aviation personnel.

    Oversight the activities of Designated examiners and appoint designated examiners on an annual basis in accordance with the regulations

    Skills Testing and Revalidations - Standards Development
    Develop, review and implement skills test and revalidation standards for aviation personnel license holders and ensure that the standards comply with ICAO and international best practice.

    Operational Management
    Support the Licensing Administration function within SACAA in accordance with the provisions of the Civil Aviation Regulations 2011, Parts 61, 63, or 101.
    This includes the assessment of applications against legal requirements to ensure compliance.

    Investigate and recommend action to the Director on any deviations to the requirements.

    Develop and implement standards for licensing administration that ensures adherence to requirements.

    Introduce adequate control measures to enable SACAA to effectively carry out its mandate of Safety and Security Oversight.

    Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.

    Recommending the approval/denial/withdrawal of exemptions and special approvals.

    Provide direct entry support to the legal system on enforcement issues


    Industry Liaison and Client Service Standards
    Participate with industry through workshops and conferences in the development of practical examination/testing/training standards and in the development of the oversight system to portray a positive image of the SACAA.

    Liaise with industry to record problem solving solutions and convey knowledge to the industry to allow for the improvement of standards.

    Resolve customer issue while abiding by Regulations and internal policies.

    Decision Making
    Note: • Incumbent makes decisions with respect to the standards and recommended practices pertaining to Aviation Personnel and how best to implement effectively within South Africa.
    Incumbent makes decisions with respect to practical skills testing and revalidations and communicates and implements within industry.
    • Incumbent makes decisions with respect to the management of the oversight program with respect to examiners and instructors.

    Accountability
    Note: • Incumbent is accountable for ensuring aviation personnel licensing is in compliance with the Civil Aviation Regulations and
    ICAO Annex 1.

    Considerable overtime required.
