    Primary Purpose of the Job

    To ensure that municipal services and accounts are accounted for, actively managed and maintained.

    Key Performance Areas (KPA’s)

    • To attend to the opening and closing of municipal accounts providing instruction and necessary supporting documentation to the relevant service provider.
    • To ensure the mitigation of utility-related risk as a result of property acquisitions and disposals.
    • To manage and maintain the accounts register.
    • To ensure accuracy of the municipal account deposits register and ensure deposits are refunded correctly and on time and/or bank guarantees are appropriately released.
    • To arrange the necessary documentation for deposits and bank guarantee requirements.
    • To manage the transfer of accounts and associated refunds as part of any rationalisation projects.
    • To manage municipal rates valuations with the appointed service provider (i.e. rates queries, liaison between service provider and asset management, monthly provision of information, ensuring account alignment).
    • To liaise with suppliers, including municipalities where and when necessary.
    • To manage and ensure account reconciliation and timeous payment of all supplier invoices.
    • To manage property rates and valuation objections with the support of an external service provider.

    Requirements

    • A solid understanding of:
    o Municipal account management practices, with specific reference to:
     Municipal query administration
     Property rates and valuation objections
     Application for clearance payments and refunds
    • Knowledge of:
    o Electricity, water and waste management principles.
    o Electrical distribution systems and energy fundamentals.
    o Metering and verification principles.
    o Utility management.

    • Proficiencies
    o Proficiency in Microsoft applications, especially Microsoft Excel.
    o Strong financial and analytical skills.
    o Vendor management skills.

     Focuses on customer needs and satisfaction; Sets high standards for quality and quantity; Monitors and maintains quality and productivity; Works in a systematic, methodical and orderly way; consistently achieves project goals.
    o Qualifications and experience
     Minimum matric with at least 5 years’ experience in the utilities, especially in the management of municipal accounts.
